After two weeks fleeing the state, many Texas House Democrats returned, and a quorum was reached on Monday. More than two dozen Democrats still didn’t show up and civil arrest warrants remain in effect.

The move was an extraordinary step as GOP leaders seek to prevent another disruption in their push to redraw the state's congressional maps.

Returning Democrats were met with restrictions to their movement, including being under the watchful eye of state police officers to ensure their attendance is not temporary.
