Microsoft this week announced that it will be changing how Team Sites and Communication Sites get created by end users in a coming update to SharePoint Online for Office 365 users.

In contrast, SharePoint Server users, using their own infrastructures, aren't affected. The modern UI in SharePoint Online is thought to have a more user-friendly interface than the classic UI.
