European leaders met in London to form a plan to help end the war in Ukraine. But even potential peacekeepers face political and economic hurdles.

"Not every nation will feel able to contribute," British Prime Minister Sir Keir Starmer said during a press conference on Sunday.

European leaders sought to assemble what Britain called a “coalition of the willing” to secure Ukraine after any US-brokered ceasefire, as they gathered in London to coordinate defense spending hikes amid concerns of an American pullback.

Ukrainian President Volodymyr Zelenskiy said on Monday that Kyiv was committed to intensive diplomacy to bring a rapid end to the three-year-old war with Russia and stressed that he hoped to be able to rely on U.

"Even while Russia talks about peace, they are continuing their relentless aggression," Starmer said at the meeting.
